Javier is a registered Professional Engineer in the State of Florida with over 21 years in the design and management of transportation facilities throughout South Florida. Javier’s experience includes concept development and preparation of final design plans for milling and resurfacing, reconstruction, new construction, limited access facilities, tolled facilities, and complex interchange projects. Most recently, Javier was the I-395 Roadway EOR, and has supported FDOT as Owner’s Rep with D-B RFP development and management of the I-75 Express, I-95 Express Phase 3 and SR 826 Express lanes projects. Javier is currently assisting FDOT D4 as the Deputy Project Manager and the Roadway Lead for the SW 10th St Connector Lanes Projects. Javier is an active member of the FES Miami Chapter, along with other professional organizations such as the Florida Section and the Miami-Dade Chapter of ASCE, and the Cuban-American Association of Civil Engineers.
