Mrs. Marie-Elsie Dowell, PE, PTOE is a Vice President with Parsons Brinckerhoff, currently heading the National Traffic Engineering Technical Excellence Center. As the National lead, Mrs. Dowell develops and oversees programs to enhance technical knowledge of the traffic engineers located in various offices throughout the nation. Mrs. Dowell graduated from Florida International University with Bachelor’s In Civil Engineering. She is a registered Professional Engineer and a Professional Traffic Operations Engineer. She started her career working on traffic engineering projects in South Florida and expanded her skills over her 28-year career to travel demand forecasting, transportation planning, and project management. Mrs. Dowell has worked on all of the major transportation projects in the South Florida area, including traffic simulation for the Miami Intermodal Center, the Central Boulevard Expansion project at Miami International Airport, and the Fort Lauderdale Airport-Seaport Connector Mrs. Dowell is a member of various professional organizations including the Florida Engineering Society (FES), the Institute of Transportation Engineers (ITE), the Conference of Minority Transportation Officials (COMTO), and the Women Transportation Seminar (WTS) where she was Treasurer and chair of the Mentor-Protégé Program.
